Extreme weather events are becoming more frequent and intense across Europe, putting local communities at risk of sudden disasters such as flash floods. Tecuci, a Romanian city exposed to such hazards, has now taken an important step forward in preparedness. Within the MULTICARE project, Transilvania University of Brașov (UTBV), in close collaboration with the National Institute of Earth Physics (INCDFP) and the Municipality of Tecuci, has developed a Flash-Flood Early Warning Protocol designed to protect citizens and infrastructure.
Why this protocol matters
Flash floods can cause significant damage in a very short time, leaving little room for reaction. A clear and reliable early warning system is therefore crucial. The newly created protocol defines the essential steps for issuing timely alerts and provides a structured framework that can be applied both locally in Tecuci and potentially replicated in other European regions.

Main components of the protocol
The protocol consists of several key stages that work together to anticipate and manage risk:
- 🔹 Hazard and risk analysis – advanced GIS mapping and hydraulic modelling techniques identify flood-prone areas.
- 🔹 Monitoring in real time – integration of weather forecast data, hydrological models, and continuous hydrometric station data.
- 🔹 Severity codes – four colour-coded levels make warnings clear and easy to understand: Yellow, Orange, Red, Purple (highest level of danger).
- 🔹 Warning dissemination – once risk thresholds are met, an automatic message is generated and sent to predefined recipients, including local authorities and emergency response institutions.

What the warning message includes
Each warning follows a standardised template to ensure clarity and fast decision-making. It contains:
- – Event severity code
- – Expected duration
- – Event description
- – Degree of impact
- – Main risk areas
- – Total affected surface
- – Recommended protective measures

Towards the Flash-Flood Warning System Service (FFWSS)
This protocol is not just a theoretical framework. It will directly support the creation of the Flash-Flood Warning System Service (FFWSS), a fully operational tool to be used in Tecuci. By combining science, technology, and local governance, the service aims to deliver actionable information that can save lives, minimise damages, and build resilience in the face of climate change.
Collaboration for safer communities
The development of the protocol highlights the importance of strong cooperation between research institutions, technical experts, and local authorities. UTBV provided scientific expertise, INCDFP contributed specialised knowledge in earth physics and hazard monitoring, while Tecuci Municipality ensured that the solution meets real local needs. This partnership sets an excellent example of how European projects like MULTICARE can bring together knowledge and practice for tangible community benefits.
By implementing this protocol, Tecuci is not only preparing for future emergencies but also contributing to a European-wide effort to create safer, more sustainable, and resilient urban environments.
